This component aims to support Albania and the region in reducing greenhouse gas (GHG) emissions and strengthening climate resilience. It promotes the alignment with EU Green Deal targets, the Paris Agreement, and other international obligations. Through a multisectoral approach involving institutions, businesses, and communities, the programme addresses clean energy transition, air quality, climate-smart agriculture, and nature-based solutions.

- Energy efficiency in public and private infrastructure
- Ecosystem restoration and reforestation
- Climate-sensitive urban planning and housing policies
